Api Chip Index Plain Csv

The same rows with no leading '#' comment lines: a header and data, nothing a spreadsheet import or pandas.read_csv() has to be told to skip. The commented file stays canonical — the licence and the caveat ride with it — this twin exists so a tool that cannot skip comments still loads it.
