온보딩 완료 처리
로그인 직후 온보딩 4단계를 마치면 호출합니다(FR-AUTH-05). 이미 완료한 사용자가 다시 호출해도 에러 없이 그대로 완료 상태를 유지합니다. Authorization: Bearer {accessToken} 헤더로 인증합니다.
