Revoke the contract with an operator (department only)

Terminates the agreement with the operator behind the given onboarding. The revocation is propagated to Area Riservata first, then every active session of the operator is revoked and all its published opportunities are suspended. The operator record may not exist yet — it is created at the referent's first login — in which case only the propagation and the session revocation take effect. The action is irreversible.
