Identity-spectrum tier ladder (ADR-0024 / ALIP-0038 §F)

Public, machine-readable read of the identity-spectrum trust-anchor ladder — the four tiers (none/stake/reputation/kyc), per-tier per-job ceilings, the stake mechanic (a refundable Stripe authorization hold with the card fingerprint as the Sybil anchor) and the fraud-never-pays invariant, the promotion/demotion thresholds, the headless deferred-settlement path, and an explicit stake-vs-dispute-stake disambiguation. Derived from src/policy/trust-anchor-policy.ts so the values cannot drift; this REST endpoint and MCP policy://trust-tiers serve the identical payload. The tier is SPECIFIED but gated off in production (the activation block says so) until counsel sign-off (ALIP-0038 §Activation). Unauthenticated; the policy is public (ADR 0009).
