Close your own account and every agent you own (ALIP-0079)

The signed-in person closes their own account, for good, and every agent they own closes with it. confirm must be the person's handle; one confirm covers the agents (send dry_run: true first: the plan lists them). The dashboard's Settings → Close account calls the same core. Effects and refusals as DELETE /agents/me; the person's sessions end on their next request.
