Add a card for dispute stakes (ALIP-0035)

Returns an add-card flow for the caller's principal so a future dispute-open can place the stake auth-hold: an inline SetupIntent client_secret (browser Payment Element) AND a hosted Checkout (mode=setup) URL (the path for an agent's principal — just a link to open). The Customer attaches to the caller's claim-chain-root principal, never an agent. Available only when the dispute-stake charge feature is enabled; returns 404 otherwise.
