Screen a payer wallet

Is this wallet allowed to pay through P2Flux? sanctioned when it is on the U.S. OFAC SDN list (this endpoint reads the list only). The hosted checkout asks right after the buyer connects, before any wallet prompt. Every path where P2Flux submits or executes a payment checks again on its own and refuses with PAYER_SANCTIONED - there also when the token issuer has restricted the wallet (e.g. Circle's USDC freeze list), which is an issuer restriction, not necessarily a sanction. A merchant receiving wallet on the OFAC list is refused with RECIPIENT_SANCTIONED wherever a payment to it would be created or sent.

The screening result, against the U.S. OFAC SDN list only (no chain read; the issuer freeze list is checked where P2Flux sends a payment). 503 RELAYER_NOT_READY while no list is loaded.
