List distinct datasets used by finetuning jobs visible to the caller

Option list for the training-history dataset filter: one entry per dataset that has at least one job. Read off the jobs, not the project's dataset list, so the option list and the ?dataset= filter can never disagree about which values yield rows — deriving options from the loaded page instead both misses legitimate values and hides the control entirely once the first page happens to be uniform.
