Recruitment wallet

Settled recruitment wallet balance for the organization the credential names.

The balance is organization-wide: the wallet is an organization-level credit pool and is not divided per workspace, so a credential carrying wallet:read sees the whole balance regardless of any workspace grant.

Requires the wallet:read scope, on a user-delegated token or a partner credential.
