Twilio Payment Silence

Silent ringback for the payment-return Connect.

Vonage plays a generated ring tone while a connect dials the room's SIP endpoint; pointing ringbackTone here makes the brief return transfer silent instead. Named under the twilio_payment_ prefix so payment-webhook proxies (e.g. the devbox Caddy allowlist) route it without extra rules.
