Lock a dedicated line for porting

Prepare a dedicated line for a number transfer. This does not submit a carrier request or change service. Cancel the preparation with DELETE on this path before submitting the port. Shared lines cannot be prepared. Requires porting access and comms_lines_write. Limit: 5 requests every 15 minutes per line.
