Revoke Robot

Owners and admins: revokes the robot for good: its credential is refused at /connect and its deployment retired, so it gets no new connect token; within 5 minutes the last one it holds expires, and the policy server then closes the connection the robot has open (a robot keeps a connection only by renewing it with a new grant). Other robots are unaffected. 200 when already revoked.
