Check Rl Proposals

Verify proposed RL tasks: send their tasks (each payload's task_id a proposal's id, in the verifier's recipe, split train, with its reference) to the RL task set check, which seals those whose reference passes its own checks as the next version of dataset slug; the check decides each proposal.
