List organization LLM providers

Lists usable providers by default. Pass scope=manageable to list providers the current member can administer in Den. Providers the caller can't edit (no Edit any provider permission, not its creator) and isn't granted are returned with configRedacted: true, providerConfig with only id, name and npm, model configs with only id, name and limit, empty configuredEnvKeys and runtimeEnvKeys, and hasApiKey false. People's names and emails in access are only returned for providers the caller can edit; for the others access.membersHidden is true and member entries carry no identities.
