Create a skill, agent, or other config object; optionally add it to an existing plugin

Creates a config object and initial immutable version. Pass pluginIds to add the new component to existing plugins without creating a duplicate plugin; omit pluginIds for a private standalone object. Skills require complete SKILL.md in input.rawSourceText.
