Request an update for the active organization's Cloud instance

Changed on

Flushes a running Cloud workspace checkpoint and stops the sandbox so the next resolve can recycle it onto the latest snapshot. A sandbox that is mid-task is left running; clients that send { acceptsDeferral: true } learn why (busy or activity_unknown), older clients receive already_current.
