Get an organization's capability overrides

Returns the effective value of every registry feature (capabilities) and, per feature, its source and whether /admin can change it (featureStates). The deprecated gatewayDashboard compatibility field is always true, not a mutable organization flag; deployment configuration and authorization still apply.
