Delete a node pool

Drains and removes every node in the pool, then the pool; poll getKubernetesNodePool, which answers 404 once the pool is removed. A cluster that is deleting answers 409 INVALID_CLUSTER_STATE. Needs clusters:write on an API key, or the owner, admin or member role on a session.
