Look up a client on behalf of a calling insurance adjuster.

Vapi custom tool. Expects arguments:

• first_name: the client's first name
• last_name: the client's last name
• date_of_birth: the client's date of birth (YYYY-MM-DD, optional)
• date_of_loss: the incident date (YYYY-MM-DD, optional)

Same matching pipeline as the medical-provider tool (at least one date required; date of loss primary when both given, DOB corroborating). On an exact match, returns the client's info sheet read entirely from the local mirror: demographics (address, phones, email), SSN last-4 (confirm-only — the full SSN is never stored or returned), and per-case facts of loss, injuries, and treating medical providers. Placeholder emails ("NO EMAIL") and filler phone numbers are left out, as the enrichment leaves out placeholder SSNs. Contacts not yet through fullInfo enrichment return ssn_on_file=null with synced fallbacks. When no name matched but one client matches both dates, that client is returned with name_matched=false, or as match=confirm (their name only, for the agent to confirm with the caller) when their name is unrelated.
