Reingest Vxt Call

Re-queue a VXT call for ingest (developer only).

If vxt_call_id is provided, rebuild the ingest payload from an existing Call row or from the webhook's raw metadata. If call_log is provided, re-play the exact callLog payload (useful for replaying a historical webhook body captured from logs).
