Conference Callback

Twilio Conference statusCallback for attended-transfer parking rooms.

Wired in app/vapi/router.py initiate_attended_transfer's park TwiML. Receives participant-leave and conference-end events. The only case we act on: caller leaves the parking conference BEFORE Marc has been bridged in. That's a real caller hangup (as opposed to the false- alarm Vapi end-of-call event that fires when we yank the leg out of <Connect><Stream> at park time). When we detect it, tell Marc the caller disconnected and mark the screening as no_answer.

No auth (Twilio webhook).
