Starts an OTP verification for the buyer's phone or email — the identity step of native wallet pay (Apple/Google Pay). The code is sent to the destination; submit it via the submit endpoint, then attach the returned ids to the wallet-pay commit as smsVerificationId/emailVerificationId.
