Find existing chat attachments by source id

Returns prior completed attachments owned by the signed-in user whose stored metadata.<sourceKey> matches any of the given ids. Two request forms supported: legacy outlookAttachmentIds (Outlook add-in) and generalized source + externalIds (Associate / future surfaces).
