Trigger Msteams Directory Import
Enqueue the explicit "import directory users as people" job.
The Slack-style consent step: the sync only MATCHES until this runs; the first successful import flips import_enabled, after which recurring syncs pick up new directory users automatically. 409 while a sync or an import is executing; 404 before the first sync result exists (there is nothing to approve yet).
