Stream Interview Events
Stream realtime dashboard events for one interview campaign.
Clients may send Last-Event-ID after a proxy soft-close or network blip. When the resume id is still buffered locally it is skipped so reconnects do not double-fire dashboard refreshes. There is no durable event log, so a missing cursor falls through to live delivery only.
