Email the participant their personal link back into this interview.

Requested from the paused screen. The link is the same session URL the invitation used — it joins a fresh session and resumes a paused one — so this only re-delivers it to the inbox for the later re-entry.

The cooldown stamp is committed BEFORE the send: the transaction stays free of the external Resend call (no pooled connection pinned for the email round-trip, and the session_metadata write happens milliseconds after the read instead of seconds, so it cannot clobber a concurrent progress save with a stale blob), and concurrent requests collapse into the 429 path instead of racing past an unstamped cooldown check. A failed send rolls its own stamp back so a retry is not locked out for the full window.
