Reports the workspace's standing against the one-time Enterprise trial: whether it can start one now, whether one is running, and when a previous one was used. trialPlanUsedAt is set once and never cleared, so an org that has had a trial reads as ineligible forever. Readable by any member; only an OWNER can act on it.
