Get a team's voice call behavior settings

Return the team's canonical VoiceCallSettings.

Team-scoped reads never consult the legacy VPC scalar columns: a NULL/empty JSON column means schema defaults. This is the LIVE value even while a saved config is linked — saved configs are pipeline-only and never carry call behavior.
