Update a persona's voice call behavior settings

Partially update a persona's voice call behavior settings.

Unset fields are left unchanged; the merged result is fully validated. The write is row-locked and actor-audited; persona settings drive the persona side of voice simulations (overlaid onto the simulation pipeline configuration at run setup).
