GET /roadmaps/{id}/case-audit-log.pdf
Changed onDownload the case audit log PDF on its own (also at the root of the evidence package as case-audit-log.pdf). Access matches the compliance evidence export. Each download is logged as a case_audit_log_downloaded event, which appears in the log but is never part of the Audit record SHA-256. 503 when the PDF cannot render; there is no HTML fallback.
