Delete email-only users in bulk

Deletes up to 100 email-only users, named by ID, by email, or a mix of both, and removes them from every schedule they receive. Only email-only users are deleted: an identifier that belongs to any other kind of user, or to no user, is returned under notFound and the rest of the request still succeeds.
