User clicked the link in their activation email.

Returns a small standalone HTML page (success or error) — this endpoint is reached by a top-level browser navigation, not an XHR from the SPA, so JSON wouldn't help anyone. On success we also 302 to the SPA's home with ?activated=1 so the SPA can surface a one-time toast.
