Confirm action / advance formation

Owner confirms the action. Sandbox: simulates provider immediately, returns next action. Live: initiates real provider (Stripe Identity/Checkout/DocuSeal) and returns redirect URL. Owner completes at the provider, then webhook advances the status automatically.
