List company VAT rates

The VAT rates enabled for the authenticated user's company, in the company's configured order — the first row is the default for new line items. Codes that are disabled but still referenced by existing documents are accepted on write but not offered here.

Intentionally unpaginated: the set is a handful of codes. has_more is always false.
