Returns every vehicle manufacturer available to the authenticated user's company — the global catalog plus any company-specific additions. Referenced by Vehicle.manufacturer_id on vehicle creation.

Intentionally unpaginated: the set is small and changes rarely, so clients fetch once and filter locally in the picker UI. has_more is always false.
