Endpoint to receive collection exercise end message, process the message and mark datasets for deletion if dataset_guid is present in the message.

Parameters: collection_end_data (CollectionExerciseEndData): The collection exercise end message body, containing the GUID of the dataset to be deleted and the survey_id and period id to find the relevant dataset metadata for deletion.

This endpoint is currently not being used and is partially built without implementation of unhappy path
