Machine-readable health for every scraper: success/error/cache rates, latency p50/p95/max, avg records, truncation counts, last status/error. Backed by packages/diagnostics; raw per-run events are in the JSONL diag log (OFFENDERSEARCH_DIAG_LOG). Optional ?scraper=CODE for one registry.
