Poll this caller's matched register-change events

POLL delivery path: the caller's matched register-change events since since, plus a next_cursor to page forward and each event's Ed25519 signature (verify offline against GET /pubkey). Only events touching THIS caller's watchlist are returned — caller A never sees caller B's events (identity is the API key; anonymous use is refused). Metered.
