Delete a specific SpectrumX Partition by ID.

Org must have a Tenant entity. User must have authorization role with TENANT_ADMIN suffix.

Tenant must own the Partition. The request is rejected with 400 while the API lists an attached Instance and 412 when the Site reports remaining attachments, including on terminating Instances. A rejected deletion leaves the Partition and its status history unchanged. Retry after removing active attachments and waiting for terminating Instances to finish deleting.

Once deletion is accepted, the Partition moves to Deleting and its record is removed once the Site stops reporting it.
