Delete a project

Permanently deletes a project and associated resources: traces, spans, ETL jobs (cascaded), and NovaPilot reports/runs. Datasets linked only to this project are deleted from ClickHouse; datasets still linked to other projects in the organization are kept. Eval jobs are detached (projectId set to null) rather than deleted.
