Update Settings

Updates various starboard settings.

hall_of_fame_enabled gehoert hierher und nicht nach /hall-of-fame/setup: der Setup-Endpunkt setzt das Flag fest auf True (Zeile 203). Solange es hier fehlte, gab es KEINEN Weg, die Hall of Fame wieder abzuschalten - der Schalter im Dashboard schickte den Wert mit, die Signatur nahm ihn nicht entgegen, und das naechste Speichern schaltete sie ueber den Setup-Aufruf ohnehin wieder ein.
