Authorises a merchant token.

Authorising a merchant token results it transitioning for disabled to enabled. Until the token is enabled it will not be able to authorise requests.

<b>Authorization</b>: Strong end user token is required.

<b>User permissions required</b>: CanAuthoriseTokens
