Resume the command with retained checkpoint files

Requires a running checkpointed batch workload with useful saved state and a compatible runner. Freeze returns intent until checkpoint and exact compute cleanup are confirmed. Resume requires completed cleanup, preserves selected saved files and restarts the same customer command. Storage bytes are reported separately from unknown storage charges.
