Read sandbox measurements and 24 hour resource history
Changed onSamples arrive approximately every 30 seconds while authorized runtime authority is active. Raw samples are retained for 7 days. Latest is the newest retained sample and can be stale, so inspect observed_at. History covers the last 24 hours. Resource measurements never create billing authority.
