Cloud observation

Get cloud setup availability and AWS trust settings

Requires an API key owned by a user who is currently a team administrator. Keys without a user owner do not inherit administrator access. The console uses the same service with its authenticated session. Returns the principal ARN, tenant external ID, guided AWS availability, and observation capabilities. Availability checks deployment settings, not live AWS permissions.
