Update the search-engine indexability flag for a site

When set to false, the worker advertises the site as non-indexable on every hostname it serves: synthesised /robots.txt, X-Robots-Tag: noindex, nofollow, and a <meta robots> tag injected into HTML responses. The KV record is re-published so the change takes effect on the next request.
