Resolve Claim

Mark a surfaced claim as handled (cut / kept / sourced) so it stops being surfaced + the publish path stops refusing it. The actual COPY edit for cut/keep-generic happens through the normal caption-save path; this records the editorial decision + (for add_source) the citation.
