Screening is NOT switched off by this: it returns to LOCAL matching. That is the return to the default, not a gap. The response states it in effective_provider.

Withdrawn. effective_provider says what you fall back TO, and it is looked up rather than assumed: local when local lists are populated, none when they are not and screening therefore returns nothing.
