Perception engine health check: resolves + decrypts the config (firm-scoped) and runs a MINIMAL synthetic ping through the adapter (1×1 PNG for ocr, minimal WAV for asr), short timeout. Returns { ok, latency_ms, error? }. The error is sanitized — it NEVER echoes the credential. No charge. Scope: mcp | * (NOT cases).
