Read the delegated verification-enforcement policy

Nexus does NOT govern; the platform does. Reads the delegated verification-enforcement policy. OFF by default.

  • child → only the EFFECTIVE resolved policy that applies to it (read-only): { effective: { enabled, mode, version, scope } }.
  • master/solo → all owned policies (organization + user + per-sub-key rows) plus the caller's own effective resolution.

Enforcement blocks an output ONLY when a policy is enabled AND the output has REAL broken citations (mismatch/not_found/derogated); pending/not_verifiable never block.
